Across the top reads “President of the United States of America”. Handwritten on the document reads “Washington Sherman, I have nominated and by and with the advice and consent of the Senate do appoint him a Surgeon in the Navy from the 13th of January 1859.” President Buchanan signed the bottom right of the document and in our opinion the signature rates a 4-5 with vintage aging present. The Secretary of the Navy, Isaac Toucey, signed to the left of Buchanan. Minor creasing and appropriate fading of the writing is seen in the document. Accompanied by a LOA from JSA and a PSA/DNA LOA.
