Hoover signed under the photograph on the original matte surrounding the photo, addressed to an individual with the added inscription, “Best Wishes, J. Edgar Hoover” and is dated “10.1.64”, which in our opinion rates an 8. On the aforementioned date, preliminary approval was given to the design for a new FBI Building that would officially take on his name.
